Hugh is a native California resident, raised in the Inland Empire and attended college at California State Polytechnic University in Pomona. He has almost 40 years of experience in the civil engineering field, the majority in managing, administering, and inspecting transportation and flood control related construction projects in Southern California. He spent 22 years with Riverside County Transportation Department (RCTD) until his retirement at the end of 2016. Since that time, he has been camping and traveling with his wife, Zulema, and doing some consulting work here and there, as well as Dispute Resolution Board work.
Hugh brings with him experience in all aspects of construction administration and inspection of major roadway and bridge projects with a wide array of construction types, techniques, and materials. He has extensive knowledge of managing projects in compliance with local codes and ordinances, state contracting laws and codes, as well as Federal Highway Administration requirements and regulations (CFRs). His approach to managing a project is based not only on the contract requirements, but other key components to a successful project that involve his ability to build solid relationships with all parties, his experience and most of all, his fairness. By understanding all aspects of the project roles, he is able to develop win-win solutions that enable a project to be constructed efficiently, minimize claims and costs, and to maintain positive relationships with all those involved in the project.
